Home Energy Score as Alternative Pathway to BPI-2400 Compliance

DOE allows Home Energy Score as an alternative pathway to compliance if BPI-2400 calibration is not possible

Overview

Home Energy Score can be used as an alternative pathway to BPI-2400 compliance. Snugg Pro now offers the ability to show the energy savings percentage when moving from one Home Energy Score to another. Note: this should be used if BPI-2400 calibration is not possible.

Situations Where BPI-2400 Calibration is Not Possible

  1. The current resident has recently occupied the home and doesn't have sufficient utility bills.

  2. There are one or more self-sourced fuels used for space and/or water heating.

  3. There are one or more delivered fuels used for space and/or water heating, and the resident confirms they were unable to procure records from the delivered fuel company.

  4. BPI-2400 calibration was attempted but was not possible after multiple attempts.

In these cases, Home Energy Score savings can be used as an alternative method for IRA compliance. For more information, see the New Annex of BPI-2400 Supports Industry Needs for the Inflation Reduction Act.

How to Use This Feature in Snugg Pro

  1. Enable the Feature: Your program needs to be configured to allow auditors or contractors to choose the alternative pathway. Contact your program success manager to enable this feature for your program.

  2. Set the Job to use Alternative: Once enabled in your program, and BPI-2400 is enabled in the job, auditors encountering one of the four scenarios above can set the job to use Home Energy Score as an alternative.

Steps for Using Home Energy Score as an Alternative for IRA Home Energy Compliance

  1. Ensure your Home Energy Score credentials are valid and entered in Snugg Pro.

  2. Set the job to use Home Energy Score as an alternative.

  3. Obtain the Initial Home Energy Score.

  4. Obtain an Alternative Home Energy Score.

  5. View the results in the HES report page or the Job Alerts tab. If HES is not showing in your report, click on Pages in the report header and switch the HES toggle to Show.

  6. If the savings percentage shown on the report or in the HES section of the job is 20% or higher, you are now compliant for IRA rebates.

  7. View the Certificate of Compliance report page

Here are these steps in more detail:

  1. Ensure your Home Energy Score credentials are valid and entered in Snugg Pro.

    1. Go to Settings / Your Profile / Passwords & Credentials, scroll down and click Enter or Update HES Credentials

  2. Set the job to use Home Energy Score as an alternative.

    1. Click on job header in upper left corner (customer name and address).

    2. Click Edit job Information

    3. Make sure Use Strict BPI-2400 Calibration is set to Yes

    4. Click Yes on Choose alternative pathway to BPI-2400 compliance

    5. Click Confirm Changes

  3. Get the Initial Home Energy Score.

    1. Go to the job's Report and click Show HES report page if it's not visible by clicking on Pages in the report header

    2. Click on HES report page, scroll down and Click Get Initial Score (make sure your job is in the Audit Stage first)

    3. If all of the recommended measures have been Refined, change the Job Stage to Bid Proposed, Bid Approved or Retrofit in Progress to get the Alternative Home Energy Score

  4. Get an Alternative Home Energy Score.

    1. If there any new HES requirements after changing the job stage, update the job and model again. For example:

    2. Note, if when clicking Fix these errors it's asking for data that is already entered, adding a .0 after each value will usually clear the issue. This is something that needs to be addressed.

    3. Model the job, you will likely still have the same calibration errors.

    4. Return to HES report page and click Get Alternative Score

  5. View the results in the HES report page or the Job Alerts tab. If HES is not showing in your report, click on Pages in the report header and switch the HES toggle to Show.

    1. Once the Alternative Score is retrieved, click on the 'View Score' tab of the Home Energy Score report and notice the Savings Estimation at the top of the page:

    2. You can also see this in the Job Alerts tab in the upper right job header

      1. Click on Alerts

      2. Click View HES Details where it will give you more information on how close the job is to the 20% minimum savings requirement

  6. If the savings percentage shown on the report or in the HES section of the job is 20% or higher, you are now compliant for IRA rebates.

    1. If not, go back to Refine and add improvements to increase the savings.

    2. Previously, you could only get one Alternative Score but we have since updated the app to allow retrieval of multiple scores and it will use the latest score.

    3. In the previous screenshot, I was only able to get to 19% savings but I added a few improvements to make the improvement score go from a 3 to a 5 and the savings jumped to 29%.

  7. Enable the Certificate of Compliance report page

    1. View the Certificate of Compliance report page or the Job Alerts tab. If Certificate of Compliance is not showing in your report, click on Pages in the report header and switch the Certificate of Compliance toggle to Show.

    2. Now you will see the Certificate of Compliance page showing the eligibility for IRA Home Energy Rebates:
