The data for the Tech Specs section of the homeowner report is taken from the input screen. This data reflects the state of the home on the first inspection, or the Base values.

Homeowners in general like to see this information as it gives them a sense of comfort knowing that the whole house has been reviewed. If however, you want to turn the tech specs off on a homeowner report go to report/settings/pages.
